Minutes of the meeting of RSCB held on 22.07.2009.
A meeting of RSCB was held on 22.07.09 in the library of KV Gomtinagar, Lucknow at 11.00 AM under the chairmanship of Sh. P.R.L. Gupta, Asstt. Commissioner, KVS, RO, Lucknow. The following members of RSCB were present in the meeting.
Meeting started with the welcome address by Sh. Praveen Prabhakar Lazarus, PET, KV Unnao in which he welcomed Hon’ble Asstt. Commissioner, KVS RO, Lucknow Sh. P. R. L. Gupta and other members present. Afterwords learned education officer Sh. S. S. Rawat presented a brief report about the performance of Lucknow region in KVS National Games & Sports during 2008-09 and also identified areas in which performance can be improved by our students. Proper attention is required to improve the performance and achievement of students in our region.
Submission of Account of RSCB:
1. Sh. R. N. Bandyopadhyay presented the brief account of RSCB. He also advised the Principals to raise the required sports infrastructure in their respective KVs who have not submitted the proper estimate from the competent authority, have to submitted as early as possible then only they will get the funds for the same. In this regard the check list received from HQ is attached herewith for their reference.
2. All the vidyalaya were asked to send the annual subscription of NSCB fund i.e. 2% and 3% for RSCB regularly.
Address by Hon’ble Chairman:
Hon’ble Assistant Commissioner expressed his views on the improvement of sports keeping the following points in mind,
A. More attention should be given to “Chess” Provide proper facilities to the students in this sport. Encourage the students for swimming especially girls are to be motivated by the PETs to get more medals for Lucknow Region.
B. If the child already represented open state, he/she should be allowed to give a trail for KVS National Meet.
C. Venue Principals’ of Regional Meet have to arrange To and Fro Railway Reservation from Lucknow to New Delhi and Lucknow to Jallandhar for Cricket U-16(Boys).
D. The menu for Regional Meet will be given by the Regional Office, Lucknow.
E. PETs and the Regional Team Coaches are advised to give proper training / coaching to the team so that the target fixed for this year could be achieved.
Finally the meeting of RSCB-2009 ended with the vote of thanks by the Principal, Sh. J. P. Yadav, KV Lucknow Cantt. and member of RSCB to the Hon’ble Chairman Sh. P. R. L. Gupta, Assistant Commissioner, KVS RO, Lucknow and other members present.

POINTS TO BE TAKEN CARE IN ORGANIZING CLUSTER/ REGIONAL MEET 2009
1.EXPENDITURE ON CLUSTER MEET:- All expenditure on organizing cluster meet will born by the venue Vidyalaya out of VVN for maintaining grounds providing balls to be used during matches and payment of officials engaged for umpiring and selection of teams as per Association norms .
TA and DA of participants will be borne by the participating Vidyalayas out of VVN
2. EXPENDITURE ON REGIONAL MEET- Expenditure on organizing and providing other facilities during regional meet i.e. Lodging, Boarding, First Aid, Preparation of ground., flag, caps for officials and organizes, honorarium to the technical officials & selectors as per Association norms, expenditure on tent age and other miscellaneous expenditure to be met out of RSCB fund. Refreshment can be given to the players after the match @15/- only.
3. Nature of the Competition:- The competition in the games of Table Tennis, Badminton and Lawn Tennis will be held as “Open Singles and Open Doubles Tournaments “. In the KVS Regional and National Sports meet, the best 04 single players and best two pairs of doubles may be selected from the Regional meet for the KVS National meet.
4. Eligibility Certificate:- All students from the Kendriya Vidyalayas concern will bring eligibility certificate in quadruplicate (in 04 copies) at the time of participation in the Regional Sports Meet.
5. Age Group:- The competitions in Cricket Boys will be held in two age groups U-16 & U-19. However in Athletics, Swimming, Lawn Tennis, Table Tennis and Badminton. The competition will be organized in three age groups and in Shooting competition it will be in two age groups up to 15 years and above 15 years.
6. Playing Kit:- Playing kit for participation in cluster and Regional level competition will be provided by the concern KV as per Annexure 04 . This should not taken back from the participants . No player will be allowed to participate in the cluster/Regional meet without proper playing kit prescribed in the by laws of particular game/sport.
Regional sports Control Board will be providing separate playing kit for Regional teams going to participate in KVS National meet . The participants for K V S National meet will be provided track suit and regional playing kit. It should be ensured by all the KVs that no player participates in the sports meet without proper kit and shoes
Regular PETs/yoga teachers deputed as a coach by the regional office for regional coaching camp will be entitled to receive Rs. 2500/-(Rs. Two Thousand Five Hundred only) as uniform assistance for their sports kit from their respective Vidyalayas. The concerned Principals will disburse the amount to the coaching officials before starting of coaching camps so that they may arrange the sport kit for themselves in time .
Entry of Teams for Regional meets: All the principals are requested to send the entries directly to the venue Principal under intimation to this office in which their Vidyalayas are willing to participate on or before 15th August 2009.
Selection of Teams: Selection of teams at cluster and regional level will be done by a separate committee consisting of two experts of the game/ sports from out side in addition to the coach(es) deputed by the KVS Regional office and Chairman of the Committee will be the venue Principal. For individual events qualifying norms are to be followed strictly i.e. participants have to qualify the norms either in meet or in coaching camp. Certificate in this regard is to be obtained from selection committee to avoid sub-standard participation in KVS National Meet.
Observers: Following two committee have been constituted as observers in KVS regional meet 2009.

Regional Coaching Camp:-
The Regional coaching camps for different games and sports will be organized at the same venue(s) where KVS regional meets are going to be held. Services of experts from outside KVS may also be taken during coaching camps for expert coaching and training, National players/diploma holders should be preferred for this purpose. Honorarium will be paid as per the association norms but not more then Rs.500/ per day. Three coaches per day for Athletics, two for Judo and one for rest of the games are allowed.
Flags, Trophies and Shields:-
All venue principals will arrange running trophies/shields in all games for boys and girls separately for awarding during the KVS Regional Meet. All principals will send separate Flags of their vidyalaya with all the teams participating in the Regional Meet.
Requirement of Playing Kits:-
The venue Principals of KVS Regional Sports Meet are requested to send the requirement of playing kits at their respective venues, positively by 28th August, 2009, through e-mail/Fax/Messenger to the Principal KV IIM, Lucknow, specifying the sizes of the shoes, track suits, T. Shirts and shorts in the following format:-
